In August 1997, Barangay Chairman ANDY SANTIAGO of Ugong Barangay Council organized a group of housewives called "Samahan ng mga Kababaihan ng Ugong" for the clean & green of the Barangay.

The group proved to be an effective partner for the Solid Waste Management Program of the Ugong Barangay Council the barangay earned the title "THE CLEANEST & GREENEST BARANGAY along Pasig, Marikina and San Juan River."

In 1999, the group was formally registered in the S.E.C. as "KABABAIHAN IISA ANG LAYUNIN UMUNLAD ANG SAMBAYANAN or KILUS" composed of 500-strong women force in 1999
